Affordable Housing
Affordable Housing encompasses much more then building homes that Hawaiʻi Island residents can afford. To be affordable, houses must be designed and built sustainably. As we strive to build a county that helps people thrive and succeed it is imperative that residents have access to affordable housing. This panel will discuss the current opportunities and proposed solutions to affordable housing on Hawaiʻi Island.

Knowledgeable, sensible, and hardworking; these three words perfectly describe Sue Lee Loy, for these are the values that have shaped her life.
Elected to the Hawai'i County Council in 2016 representing District 3, encompassing Keaukaha, Pana'ewa, Waiākea Houselots, Waiākea Uka,and Kea'au, Sue currently chairs two committees; the Committee on Public Works and Mass Transit and; Human Services and Social Service. Sue also serves as Vice Chair of the Housing Committee.
The combination of these committees provides Sue with a profound awareness of the complex challenges facing the development of housing, especial affordable housing, or, as Sue has expressed on several occasions, “attainable housing.” Sue notes, “The development of infrastructure, complex construction codes, state and county regulations and the climbing costs of materials requires engaged, gritty, stakeholders at all levels.”
In 2020, Sue sponsored new legislation that created a new framework for Hawaii Island’s Construction Codes. Sue’s hobbies include running, reading and taking “usies” and you can follow her and all her adventures on Instagram at #titabunontherun.
Susan Kunz
Housing Administrator
County of Hawai‘i Office of Housing and Community Development.
Ms. Kunz is a graduate of the University of Puget Sound with a B.A. in Business Administration and is the current Housing Administrator for the County of Hawai‘i Office of Housing and Community Development.
Prior to her recent return to the County of Hawai‘i Office of Housing and Community Development, Ms. Kunz served as the Executive Director for Big Island Housing Foundation, where she managed six senior and multi-family affordable housing properties. Ms. Kunz has previously served as the Housing Administrator, Assistant Housing Administrator, Grants Management Division Manager and Housing Specialist for the County of Hawai‘i Office of Housing and Community Development and an Employment Service Specialist for the State of Hawai‘i Department of Labor and Industrial Relations and comes with over 21 years of experience in the public and
non-profit sectors.
Ms. Kunz is a Certified Occupancy Specialist, Certified Tax Credit Specialist and currently holds a real estate license. Ms. Kunz is also a Hawai‘i Island representative for the Board of Directors of the Hawai‘i Public Housing Authority.
